where can I get realistic clip art??

I have seen photos where people add angel wings and everything else to their photos, and they look real! Where can I get a program, (not photoshop) that can do that? A free one would be nice!

1. The free programs are FREE and that should be enough said. Photoshop or Paint Shop Pro will do what you want. Paint Shop Pro is the cheaper of the two.
